Albania is working towards implementation of a national energy strategy that promotes low emission development and opens opportunities for private sector investment and clean growth.  

Through the EC-LEDS program, Albania and the United States are partnering to promote energy integration into the Europe and Eurasia regional energy community by establishing energy markets, providing support to independent electricity regulatory commissions, and building the capacity of energy sector agencies and policymakers.

Accomplishments and Progress

Promoting Reliable Distribution Interconnections. The U.S. experts are working with the distribution system operator (DSO) in Albania to improve the climate resilience of its power distribution systems. Albania and regional DSOs will enact climate change-related emergency response and disaster preparedness recommendations from an innovative regional benchmarking study on service quality and system reliability. Reliable transmission and distribution infrastructure throughout the region is needed for cross border trade and exchange of electricity generated by clean and innovative energy technologies. – Ongoing

Monitoring, Reporting, and Verification (MRV) Systems Strengthened. Albania’s National Agency of Natural Resources and Ministry of Energy and Industry, with support from U.S. energy experts, developed an Energy Balance Roadmap for Albania. The roadmap specifies energy data collection and dissemination requirements for energy use and greenhouse gas (GHG) emissions by economic sector and provides the detailed technical basis and legal framework for annual preparation of the National Energy Balance. High-quality, comprehensive data is necessary to inform long-term, low emission development planning and enhance compliance with international protocols. – 2014

 

Regional Transmission Planning Supported. U.S. grid infrastructure experts collaborated with electricity transmission system operators (TSOs) in Albania and other eastern and southeastern European countries to identify and prioritize regional transmission investments necessary for significant expansion of regional electricity investment and trade, particularly in renewable energy. – 2014
