Mexico is a recognized leader in efforts to mitigate global climate change, enacting the General Climate Change Law, which targets a 50% reduction in national greenhouse gas (GHG) emissions by 2050. Its Basis for a Low Emissions Development Strategy in Mexico provides a road map for low emission economic growth to achieve this ambitious goal.

Through the EC-LEDS program, Mexico and the United States are partnering to strengthen Mexico’s ongoing low emission development strategy (LEDS).

Accomplishments and Progress

Attracting Investment Through Clean Energy Auctions. U.S. energy experts collaborated with Mexico’s energy ministry, market operator, and major utility to establish auction rules, vet bidders, procure auction software tools, and conduct Mexico’s first renewable energy auctions, which attracted $6 billion for solar, wind and geothermal installations. These auctions resulted in record low solar and wind prices for the region, on par with the price of natural gas, and helped the Mexican government gain the confidence of foreign investors. The winning bids will enable Mexico to gain 14.3 terawatt-hours of new, clean electrical power. Increasing investment in clean energy helps Mexico curb air pollution, increase energy security, and open new markets for clean energy entrepreneurs. - 2016

Financing Energy Efficiency Technologies. With U.S. support, Mexico developed a Nationally Appropriate Mitigation Action (NAMA) to finance off-the-shelf energy efficiency technologies, such as efficient lighting, air conditioners, refrigerators, and electric motors. Through 2016, the NAMA assisted a total of 17,501 small and medium enterprises with energy-efficient equipment purchases, resulting in savings of over $11 million USD and avoiding 91.49 gigawatt hours of electricity usage per year. - 2016

Promoting Sustainable Forest Management. The EC-LEDS program forestry team is assisting Mexico in reducing greenhouse gas emissions and loss of biodiversity resulting from deforestation and forest degradation. By setting up the institutional framework, strengthening policy, and developing national-level emissions monitoring systems using state-of-the-art carbon accounting and remote sensing techniques, LEDS is supporting development of a national Reducing Emissions from Deforestation and Forest Degradation (REDD) strategy. Reducing Agricultural Emissions. Through technology sharing, training, and scientific research, the EC-LEDS program and leaders from Mexico’s agriculture sector used the U.S. Nitrogen Index tool to estimate and mitigate emissions from nitrogen fertilizer applications in Mexico’s agricultural sector and published results in the Journal of Ecological Engineering. Building Mexico’s technical expertise in conservation agriculture and nutrient management approaches, combined with implementation of improved agriculture practices through rural extension, contributes to reduced GHG emissions from the agriculture sector.– Ongoing

Grid Integration Road Map and Updated Solar Resource Maps Finalized. EC-LEDS program energy policy experts, in collaboration with Mexico’s Ministry of Energy, have finalized a Grid Integration Road Map and updated solar resource maps. These resources will assist policymakers, renewable energy developers, and power sector stakeholders in addressing grid-integration challenges; promoting investment in clean energy development; setting technically achievable renewable energy targets; and designing renewable energy priority zones. These resources support implementation of the 35% by 2024 clean energy goal established in Mexico’s flagship Climate Change Law. – 2014
